In Fushun, China, a giant, 157-meter metal ring is currently under construction. Built with 3,000 tons of steel and 12,000 LED lights at a cost of the equivalent of $16 million, the ring is simply a tourist attraction meant to give visitors an outstanding view of the growing city.
Or is it?
